Scaleway is extremely cheap, has extremely awesome specs, and at least with their parent company I had a pretty good experience with the support – they offer different levels of support, so obviously the less you pay the slower they are. They still fixed everything in a few hours though on the lowest tier for me. Didn’t need any support with Scaleway yet…
The servers are located in Paris.
Now I’m curious about how good they actually are in numbers, too, so I did a few tests.
Regarding CPU: Totally comparable to DO. I quickly tested CPU speed using
time echo "scale=4000; a(1)*4" | bc -l (calculates Pi), and sysbench with
sysbench --test=cpu --cpu-max-prime=20000 run. Both tests seem to utilize a single core. CPU information is according to /proc/cpuinfo.

So, the CPU performance is okay – nothing totally awesome, but nothing horrible either, and pretty comparable to DigitalOcean.
Ping: totally comparable with DO (which is on average even 2ms slower); I’d say around ±10% from all over the world (using https://www.dotcom-tools.com/ping-test.aspx).
